First of all, the Ryzen line up tops at 4.2 with some rare 4.3 occasions on super binned chips.

 

AiO coolers are usually worse than Air coolers when you're going for the best of the best.

 

Even if you could match it say a Ryzen 7 2700X at 5ghz and an i7 9700K at 5ghz, the i7 would still have superior single thread performance thanks to a marginal IPC superiority, better IMC but mostly due to Ring Bus having a way lower latency than Infinity Fabric does.

            CPU: Ryzen 9 5900X          Case: Antec P8     PSU: Corsair RM850x                        Cooler: Antec K240 with two Noctura Industrial PPC 3000 PWM

            Drives: Samsung 970 EVO plus 250GB, Micron 1100 2TB, Seagate ST4000DM000/1F2168 GPU: EVGA RTX 2080 ti Black edition

No. it tops out around 4.2GHz, some do 4.3 and that's really if you're lucky.

Top i7s can go past 5.2GHz, the 2700X won't go past ~4.2GHz.
