compressed air solves all. Blast it to try to clean it.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

Seems like it's time for a new PSU. I wouldn't try disassembling a power supply.

If you choose to get a new power supply try finding something from tier 1 or 2 that suits your budget:

Does it still not spin even when the computer is under heavy load?

I wouldn't get rid of a power supply because of a broken fan.

Just buy yourself a new 120mm fan and replace it.

Make sure to leave the power supply OFF and UNPLUGGED for 24-48 hours before you open it up, then it should be safe to touch anything. (In reality it's often MUCH faster than that, I'm just being careful.)

Any modern power supply will have bleed resistors to remove the dangerous voltages from the big caps (the ones that can hurt you.)

In double reality, it's quite often HARD to hurt yourself when just replacing the fan. The fan is attached to the top cover of the power supply, and all the dangerous stuff is underneath the board.

thought as much...

REPLACE ASAP; DO NOT USE IT!

A good unit would be a Bitfenix Formula or be quiet Straight Power 11...

Sure.

1) because its made by a pretty bad manufacturer that no longer exists.

2) because its old and at the end of its life anyway, so it can die any day anyway

3) because its Topower, I wouldn't expect too good Caps either. Teapo would be fine, but they tend to use stuff like JenPo and the AsiaX/Fuhyyju and other lower end stuff you don't see nowadays

4) it was made in a different era for completely different Hardware, when there were no power saving things in PCs, thus no strong transients the PSU had to compensate for and other stuff...

In short:
Because its 11 years old...
