Provably a scam. Try looking for R9 290x or 780ti used instead. They cost about the same as a 1050ti but they perform waaayyy better

eBay has a 30-day money back guarantee that's basically bulletproof if you're a buyer. Take a flyer on it, IMO. Nothing to lose if you get it in and it's a fake. And looking at the seller's profile, it's almost certainly fake.

Aerocool DS are the best fans you've never tried.

Definitely not, there is no way someone is selling it for $70 unless it’s broken or not an actual 1050 it.

I have that exact 1050 ti and it cost me $200, like someone said you could use eBays 30 day money back guarantee but it’s probably a fake
