Could be the harddisk. Siege is a pretty big game after all. If Windows 10 wants to do stuff in the background, you'll notice a hickup here and there.

Don't expect having same FPS even if your specs are identical because there is much more to it.

What do you mean?

I have 701gb Space left on my hardrive and the only thing ive installed is steam and a couple games

Space doesn't matter. It's how much data the game needs to load. A game also loads files here and there during gameplay, and if that doesn't happen fast enough, you'll experience some frame drops as well, especially if Windows interferes and wants disk access first. This is the reason why people buy SSDs for their operating systems.

Is there anything that i can do to fix this issue or would i have to get a new drive?

I'm not saying this is your problem, it's a possibility. You'll need to do your own testing to verify. Run some other big games and see if the problem exists there as well, also run some graphical benchmarks (like a Unigine Heaven loop) and see what happens. 

 

Either way, a SSD as a boot drive is the way to go. HDD as a boot drive isn't common anymore.

Basically anything CX450 and up. Stay away from Corsair's VS and CS series and units that aren't even 80+ bronze. Seasonic's Focus Gold series is excellent for the price too.
