Turning 13 next month and have a budget of $400 so far

I want high to ultra settings in unturned. That's possible with only a 1050 ti, but I want more than just a graphics card. I want a full desktop PC for myself. My brother and I have to share a PC with integrated graphics that only get 15 fps on the lowest settings.I just want to play with my brother. I already got the "just buy used" comments on Reddit, and I am thinking about that.

You should buy used. Look for a used Dell Inspiron with an i5 or something.

I really don't think you can do much with that amount.

Try to save up or bring up your grades next semester

Buy that, then spend the remaining money on a used 1050 Ti (or 960) and a new 120GB SSD.  I wouldn't go used on the SSD, but a used GPU is fine.
