Could a shortage of ram cause my gpu to bottleneck?

you are prob bottlenecked by your disk then, if RAM isnt at 100% then it most likely not the bottleneck,

I have 10gb of ram about 1.9gb is left when I play games like rust I have a gtx 1060 6gb and a i7 3770 my cpu cant bottleneck my gpu because it can handle that gpu fine my gpu utilization will be at about 60 drop down to 10 and and go back to 60 a lot while playing games making it stutter. My disk is 100% full when I play games also

The only reason it woudl cause any FPS hits is if you run out of memory and if you do your FPS will tank to under 5. I would recommend 16GB for modern gaming though.

What sort of drive is it? If it's a modern disk it should be like 7200rpm with a decent cache so shouldn't cause too much of an issue. Try running mdsched and see if you get any errors

A lot of newer games like RAM speed, so that might be a factor.
