Are there any way to control DC fans (those are the fans that use 3 pins header to the motherboard, correct me if I'm wrong). And if so what are the requirements? Any software or hardware that you need? Thanks in advance

use extentions which limit the voltage to the fans

I've read some articles so is it true that 12 volts case fans runs at their max speed?

12v fans are rated to run at 100% when provided 12v. If you want to lower the fan speed, either lower the voltage with DC control or lower the duty cycle with PWM.

Check your motherboard manual to see if you can control 3pin fans through the onboard fan headers.

Most modern mobo's can control 3pin fans. Not as accurate as PWM. And like PWM, only from certain headers or with certain software. If your mobo's own software doesn't allow good control for 3pins (Yes, I'm looking at you Gigabyte), there's always Speedfan. Hard to setup, but works like a charm.
