Laptop CPU motherboards worth it?

I was looking at this motherboard from ASRock

https://www.amazon.com/ASRock-Micro-DDR3-Motherboard-N3150M/dp/B00YH2I054/ref=sr_1_1?s=pc&ie=UTF8&qid=1490475174&sr=1-1&keywords=asrock+cpu+combo&refinements=p_n_feature_six_browse-bin%3A2057507011

And i was wondering....can you make a cheap gaming rig with a quadcore CPU for dirt cheap

And here is the build

That chip is very slow. A bottom of the line celeron will be faster. Also the ipc on these is much worse than sandy bridge. Id spend anouther 40 bucks fora  g4560 rig.
