Tapping on the notification icon while its over an ad sometimes opens the ad

Tapping the notification bell will sometimes open the ad (on mobile)

 

I can't seem to make it repeatable, but its frequent enough to be irritating.

But I'm tapping the bell, which is over the ad. 

 

I don't know much about webpage design, but it seems like something that could be fixed

I've seen this occur I believe. 

Does this happen while the page is still loading? That's when it happens for me.

That sounds very much like an issue with the ads, which are served using DoubleClick, and not something that we can control.
