What to upgrade first

I have recently built my PC but have found that I am not achieving the frame rates that I would like (High 1080p 60fps). My specs are an FX 4350, Gigabyte Windforce GTX 960 4GB and 8 gigs of ddr3 1600 ram. What should I upgrade first to achieve better frames and what upgrade path should I take?

Is it an issue that this is fairly outdated at this point? I would be fine with replacing my am3+ mobo if it means better value in the long run

Use RivaTuner, which is a part of Afterburner, to see which component is holding you back.

CPU: i7 4770K  |  Corsair H80i  |  ASUS Z87-Pro  |  8GB Corsair 1866Mhz  |  GPU: MSI Gaming X RX 480 8GB  |  Corsair HX  750

CPU is holding you back,
FX series is old tech at this point and with ZEN around the corner I suggest you wait until it comes out even if you're not buying one of the new chips. When ZEN releases the FX chips will (most likely) drop significantly in price which is a win/win either way.

As a fellow AMD-FX owner I can tell you it's the CPU. The core count is a complete lie; every two cores shares a float calculator; which makes it suck for gaming. Wait for Zen but then look at motherboards; intel boards are better

Thanks for the info, its what i was thinking as the games that run poorly are CPU intensive.
