Here is my build, it should do decent in all the tasks, but excellently in gaming and NAS usage.

Cooler: Awesome for the price, allows decent OC.
Board: Great in 1 word.
RAM: 8GB 1600Mhz. Enough for this build.
SSD: 250GB boot drive.
HDDs: 3TB in RAID 1 for our NAS.
GPU: I'd say that 1 GPU would be better for this system, because you want to enjoy your games with least XFire/SLI hassle possible.
Case: Will look good under your TV, makes great usage of the space provided and has excellent cooling options.
PSU: Fully modular, so we can get short cables to make this as clean as possible, also it has 850W so SLI is supported in the future.
ODD: A slim basic ODD, I believe it could be of use and it's cheap.

i9 25.6 GHz with NeuronThreading, 256gb 6000 MHz RAM, GTX 990 OC 3024MHz 12gb, Skeletal X99 motherboard, 1 Petabyte SSD, Fractal Design Humaniod R1 Case, Herbivore 10,000W PSU, Noctua NF16 LP Derma Cooler.

Probably the only Star Citizen player who is planning on a career in Journalism instead of piracy, mining, trading, exploration, military, station management, etc.

I don't think I can let you use the 290X since it is not officially out yet. Sorry :(. Even if I could, I doubt it is $700. The bundle with BF4 was $720, so the actual price is probably $600-$650.
