CSGO stupidly low fps

I loaded up CS-GO to find that i was getting 25-30 fps on the menu when i normally get 300+ and when i get into games it drops to 1-10 fps my friend is having the same issue but he has 960 and i have a 970. I also had an issue where i would get 0 fps but audio but that issue is now gone after validating the game cache about 3 times. I think it is using the iGPU in my 4690k and not my 970 but I cant find a fix. At this point I'm ready to just uninstall the game and move on but i have over 500 hours in the game and I enjoy playing it.

1. Have you plugged the video cable into the dGPU and not the ports on the motherboard for the iGPU?

2. Temps? Maybe something's overheating

3. Uninstall your drivers and reinstall em

4. Maybe you have virtual super res (or whatever it's called for Nvidia) on and you're running the game at like 8k? xD

all display cables are plugged into the GPU

all temps are bellow 50 C

Im going to try drivers now

You can find that in "The Workbench" section, which is after "Computer Hardware." Not the best location perhaps, but that's where it is currently located.

The integrated graphics can pull better than 10fps in CSGO, I don't think its that.

this was using nvidias recommended setting which is max settings

Humor me, can you setup monitoring in Afterburner to show CPU and GPU usage and post a screenshot of it?
