Getting Bad Performance In Games When I Shouldn't?

Ok so for about the past month I have noticed that I am getting bad performance in my games, frame drops mainly when it seems like I shouldn't be. I have a gtx 970, fx 8370, 24 gigs of ddr3 1600 ram, but IDK why this happens. It happens in everything from overwatch to GTA V. Please help.

In something like GTA, does it happen only when you are driving or just randomly all the time?

 

What do the various charts in afterburner look like when this happens?

Randomly, I looked fora pattern but I can't find one.

And if you mean the hardware monitor on Afterburner, everything seems normal.

So no odd spikes in utilization/power/voltage limits?  No core clock dips?  Not exceeding VRAM limits at any point?  GPU usage is staying near 100%?

My guess would be the PSU is the problem. Power fluctuations can affect performance in a manner not unlike what you're describing.

I don't think its the PSU, I ran voltage tests and it passed them all

Run AIDA64 stress test for 15 minutes, CPU and GPU, send a screenshot.

Play GTA5 with Afterburner in the background for 15 mins and send screenshot

My first guess would be a bottleneck elsewhere in the system (CPU most likely).  Do these drops in usage line up with the moments of lag/stutter?

(hm, using more than 4 threads... not bad) probably not a bottleneck there.  I mean, it could be, but it if was, I would expect it stuck to a number like 50% or 75%, or (of course) 100%...

Here's an idea: if you turn up the graphics a fair bit, does the framerate go down right away like you'd expect, or does it seem like you can turn them up and it doesn't make a difference?  If it's the latter, it probably is a CPU bottleneck.

when you turned up the graphics it went down like that?

i upped my graphics to like max graphics and i only lost 2 fps, like my games run amazing, its just for short seconds it takes a shit

no no, the drop in fps was random, no reason, wasnt even and intense firefight or anything stressfull, just walking to objecective
