is it better to have a duel core 3 ghz cpu or a quad core 2.4 ghz cpu

What are the CPU's? I would personally have a Quad Core at 2.4GHz, then overclock it if I can. If it is gaming, it depends what game titles you want to play as only some will not even support up to 4 threads, whereas others will.

Quad core easily, assuming same architecture.

 

If it's a Q6600 vs the newest Skylake Pentium, I might choose the Pentium.

For the Best builds and Price lists here is a world where many points of the price have been predefined already for your convenience!

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

The OS is like a kind food, Try it before saying if you like it or don't.

A bit of warning tho :
45nm Quad's require a REALLY good board (if U want to OC them to any usable degree).
65nm Quad's ("G0" type, older B3's are plain not worth it), will be better for simpler boards (G31/G41 stuff).

Check BSEL Mod (1333MHz) for Q6600 - U can't get 3GHz easier than that :)
