What is quieter air or water cooling?

Air is normally quieter. Think about it this way: what's gonna make more noise: one or two fans or one or two fans plus a pump and coolant?

I recently switched from a water cooler to an air cooler just because water was too loud.

High end air cooling (the D15s for example) > water cooling > low end air cooling

 

You are good to go

Mineral oil and 40 kg aluminium heat sinks are a perfect combination: 73 cores and a Titan X, Twenty Thousand Leagues Under the Oil

Unless you need really high heat dissipation, air is quiter, Air can just about go silent, where as water will only go so quiet with its pump.

In a good case AIO with some Phanteks or Noctua fans will be quiet as a whisper.
