So, it looks like I've taken over the Build-Offs for a bit.

So this contest is to build an HTPC with an SSD for $750USD. It must be an ITX build. No OS and monitor needed.

You can have whatever you want in the build as long it has those needed parts and fits the "HTPC" title.
You can start entering now. 
Builds are suppose to go on this thread, not the main thread with all the rules. 
Entries end next Wednesday(PST) Voting starts once the poll is up, and ends the coming Saturday.

"best price to performance"? It needs something more specific.

 

Low TDP cpu at only 35w. build was more focus as a HTPC instead of a gaming rig. 120 Samsung for OS and 3TB for movies and music. Added a GTX 960, for some gaming. Fully modulated psu, so you can keep the inside free of unused psu wires.

It doesn't have to. It's mainly just a HTPC, but it can stream from another PC or play games as well.

If streaming is allowed, then a literal potato can do fine as an HTPC.

Rationale: 
As this is an HTPC I'd say ideally it would function as a stream box that has a nice aesthetic, as to not ruin your media center; and not sound like a leaf blower. And seeing as its main function will be streaming it doesn't need all too much power. 
CPU: More than powerful enough to stream video content from a NAS/an online source, and is plenty for Steam in-home streaming. 
RAM: 4GB is plenty for general workloads (i.e. nothing to heavy) -- which is perfect for the relaxed web browsing and/or streaming that will be occurring with an HTPC's use. 
Motherboard: It's a bit more expensive than a base model, but it has AC wifi providing extra flexibility when placing your HTPC. 
128gb SSD: for the occasional programs/fast booting -- after all, no one likes waiting for the DVD player to power on when you just want to watch a movie. 
1TB HDD: local media storage, for storing vacation photos, and for those movies which you can't find on netflix/hulu. 
Case: A pretty nice looking, but still budget-minded mITX case with an ODD bay, perfect for an HTPC. 
PSU: Just a plain and simple PSU with more than enough power for the system. 
ODD: Simply a blu-ray drive for all your physical media needs.
