how bad will it be ?

going to buy an i5 10600 with a Gigabyte B460 HD3 and i already have  16GB of ram at the speed of 2400mhz 

how bad will the ram bottleneck the cpu should i get faster ram ? 

and will that i5 handle the new RTX 3070 ?

I would wait for the 3060 or pair it with a second hand 2000 series card as the second hand market is flooding with them.

You should for pairing with a 3070 but shouldnt because i5 on B460 can only run 2666MHz max. If you're gonna switch to Z490 boards then you might as well get a 10600k as well

The top ones can support max speed of 2933MHz. No point buying RAM any higher than that. 
Also, the i5 can absolutely handle the 3070.
