No it just means the cpu has extra head room.

No, it's only used for extreme ocing

A single 8 pin can provide up to 384w of power which for a causal user

You'll likely not reach.

The 8pin is more than enough. The extra 4 will only ever be used if you're OCing at extreme levels (i.e. with L2N)

On ambient cooling, the extra 4-pin can only really be warranted if you're absolutely hammering a 10900K (like 5.3GHz all-core levels), and even then you're very likely going to run into thermal limitations first.

That being said, I'm pretty sure that ASUS uses the high current variants of the power connectors on their Z490 boards (or at least their highish-end boards), which can take 400W+, so you might not need the extra 4-pin even then.

In short, plug in the 8-pin and don't worry about it.
