Use hwinfo64 or cpu-z to monitor the frequency 

Also 5.1 is totally achievable with a 9700k

Phone: Pixel 3a (Purple-ish).

As I said the 9700k can absolutely achieve 5.1 

Do a stress test monitoring both voltage and temps
