You're probably better off scouring the second hand market. A Dell/HP office system with an i5/i7 2nd/3rd gen + a videocard is probably the best you can do for 250 USD

I agree, more info is needed in order to answer your question in a decent manner. Anyway at this price point it would be best to look at the second hand market.

There is no replacement for RGB except more RGB ?
