1440p Sub $400 GPU

I am currently on the market for a new GPU as I plan on upgrading my monitor as well to compliment that. I want to move up to 1440p and I have found a solid Monitor at 1440p 144hz. But now I am looking for a solid GPU for under 400 USD. The new RX 5700 and 5700XT are now out there, but there are also lots of 1070ti's on the used market and 1070's going for as low as $250 USD. RTX cards are also now available and so with all the competition what do you recommend for a 1440p GPU?

well it's 2060 Super (launching later today) vs 5700 for NEW GPU's, check the video LTT just posted for the 5700/XT review to see how the 5700 compares to the 2060 Super. in the used market you might even find some 1080ti's selling at that price point depending on where you are.
