Any of the korean monitors on ebay or the PC part picker

Gigabyte aurus AD27QD ticks all those boxes but will be over budget

MSI OPTIX MAG271CQR ticks all those boxes, and is even cheaper, but it is a Curved monitor, and it is VA.

Pretty sure my acer monitor falls under that category. Got it on sale for $300 usd. 

Main RIg Corsair Air 540, I7 9900k, ASUS ROG Maximus XI Hero, G.Skill Ripjaws 3600 32GB, 3090FE, EVGA 1000G5, Acer Nitro XZ3 2560 x 1440@240hz

I assume you have sigs turned off.
