What do you mean by "web hosting server" ? 

 

You want to co-locate a server into a Datacenter to host some webservices? 

You want to become a web host? And are asking what you need to start a web hosting company?

about as open ended a question as "what computer do i need"

 

also do not assume you want/need to buy a server nowadays. CLOUD services need strong consideration. infact nowadays most people's thoughts around these things are cloud first, hosted only if cloud is a non-starter!
