Am I Breadboarding correctly? Testing mobo and CPU

Pretty sure it's either the mobo or CPU that is dead.

Symptom is the system powers on for 1 second (fans spin, lights up, but no video signal, no beeps - pretty sure the mobo speaker doesn't work).

 

So, to test the cpu, I can just breadboard build the mobo, cpu, cpu heatsink fan and psu, correct? If it still only powers on for 1 sec, then I remove CPU cable, and it stays powered on, that means the CPU is faulty right?

But if removing the CPU cable and it still only powers for 1 sec, then it is the mobo that is dead? But it does power on all fans I plug in so I assume the mobo is fine.

 

Or am I doing it wrong and need to put in some RAM or??

 

I am sure the PSU is good (tried 3 different known working PSUs with correct cables).

Unfortunately I do not have another compatible mobo or CPU to check with.

Does it fail with RAM installed?

Yep, still only a 1 sec power up. I have 4 sticks. Tried every configuration possible (even single stick, tried every slot).

Cleared CMOS as well

Do you have a Q-Code display on your motherboard?

 

I had a similar issue with my X99 system a few weeks ago; it turned out the CPU was dead (along with the PSU).

Press the power button (either on the case or motherboard button), fans start to spin, LEDs come on, and system would try to start-up.

Runs through a few Q-Codes, and doesn't make it past POST.

System shuts down.
