Not necessary. If you're concerned about driver conflicts between the different hardware run DDU (Display Driver Uninstaller) to remove the old drivers, though going from a 1080ti to 3080 shouldn't be an issue.

Ok, this is a good list for a little more than that. I put the list in pounds because US prices are super messed up at the moment. I understand if you cant get that extra 50 or so, so if you cant probably the best thing would be to would be to buy an apu like the r5 3400g and then when you have enough money you can buy a dedicated graphics card.

To start with the Processor is (sorry to say it that way) a waste of mone 😧 You can get a very decent Ryzen with 6 Cores for around 250$ at max. 
DDR4 I would HIGHLY suggest as it is most definetly a big jump from DDR 3. Graphics card should also be upgraded imo.
The thing you can maybe keep is the Powersupply lol....:
In addition to that I can tell you that Cyberpunk 2077 will be a hard game to run 😧 (Graphicscard wise) 

Therefore I would personally suggest to sell the whole thing for maybe 400$? AT max and start over. HOWEVER It would be a big investment. You could just try upgrading the card if you feel comfortable with that.

There's no point in upgrading it. Your CPU is really, really outdated.

N isn’t very new. Also there were a bunch of kinds.  It’s a pretty messed up protocol.  Could be both are defaulting to something older than N for whatever reason.
