It seems PowerColor Red Devil is the best, but obviously it's not as cheap as some as Sapphire Pulse and XFX, but to me it's worth it, not much more considering we are talking about a premium product.
Not only the cooler is better the PCB couldn't be better according to Buildzoid.

I'd recommend a Corsair RM550x. I have one powering a similar system (Ryzen 5 1600 at 3.95GHz and a 1070) but the power draw will be similar. I have plenty overhead and never hear my computer so it's not loud. Having it be modular is also pretty good cause it means down the line you can get rid of any excess cables running about in your case by getting something like CableMod cables.

RTX 2070 is a card that runs hot, so you'll need nice airflow, nice air intake to be precise, which that case lacks.

I built a $850 mATX pc and flip flopped alot between the Q300L and another pc case I ended up going with in the end; The Thermaltake Versa H18 Tempered glass at $49

For copyright standpoint it's not. Still 37 years to go. If it's abandonware, maybe. Overall if ISO is pure copy of CD, there's no issue. It would still need CD key to play. If it's been tampered with, piracy.

If your budget is only $600 you should just be getting an R3 2200G PC with one of the 1080p 75hz free-sync over HDMI displays, saving the rest for a future GPU.
