    TLDR Navi 21 Embedded won't be comparable to the horsepower of the 5700XT, also, consoles don't set the minimum for the industry IMHO.

    Alright.
     
    Would a 9900K perform better than a 3700X? Yes,  but marginally. 
     
    Would the performance of a better graphics card be better than a higher bandwidth? Yes, quite noticeably.
     
    I'd take your money and invest in a better GPU, not CPU or MB. You'll see more performance this way.

    The 5700XT still is a bad pick for hardware acceleration tasks, if you could a Vega 64 or Radeon 7 are like best cards value wise there is for blender, maya, solidworks, any sort of CGI that benefits from OpenCL (even video editing like Vegas Pro).
     
    5700XT is really a gaming specific card and it's amazing value at that, but if you are seriously thinking on hardware acceleration and want a brand new card without going Radeon 7 then sticking to CUDA will be a safer bet...
     
    So with that in mind I'd consider a R7 3700X with the RTX 2070 Super...

    1. Try reinstalling drivers
    2. Try flashing BIOS, reset CMOS battery
    3. Reinstall Windows 10
    4. Admit defeat
    5. Try graphics card in other system, if there is an issue RMA the card. If there isn't, it could be with a variety of factors, process of elimination will be your friend.

    Anyone can build a computer- anyone who says elsewhere typically belongs in r/gatekeeping
     
    I built my first computer completely off of a guide, and it works fine (or it did. my first build was a FX build with a GTX 480)
     
    Use pcpartpicker to check part compatibility, a watch a very, VERY thorough guide with all elements of assembly included

    The 2700X is the better choice of the two, with more cores and threads, as for if you should wait, it depends on how urgently you need it.

    G.Skill RGB RAM. Doesn't matter the MHz. RGB drastically improves FPS in games.
