The GTX 1060 3gig would give you greater performance over the 1050 ti even though its 3gig, it will benefit you in the long run

You can put a lil more to get a GTX 1060 But for $1000 dollar you can get a pretty neat system
Case good mid tower should be fine a full tower may look empty

I suggest you get the 1600 and a B series mobo would do fine for your brother whose just going to be gaming, as the differences of 1600 and 1600x is stated above

The cheapest vega 64 I can find here in germany is around 600€, while the 1080 I linked in the initial post is 520€. I also heard that the power consumption is a lot higher with the vega 64. Would you still recommend getting the vega?
The ryzen 5 1600 seems like the better choice for cpu then, since he'll mostly be gaming on the machine.
And do you have any recommendations for a good air cooler?

The GTX 1080 seems better in gaming than Vega 64
you dont need to change from 1700 to 1600

Go for the 1060 now it wont bottleneck with the 3470 and if you upgrade the cpu in the feature it can give you more head room

That looks good. 750w is a little overkill, but having a bigger headroom never hurts.
Check that the B350 MOBO supports 3000hz+ ram speeds as I know that some have issues with that.
Otherwise, you're all good.
Edit: As @Vernw3 says, you could get a 1600 as the only difference is stock clock (which can be overclocked) and stock cooler size.
