    There's really no reason to go for a 3070ti, unless you plan on live transcoding many high bitrate streams simultaneously. Even then it would be a questionable choice. 1070 will be more than enough for most use cases.

    If you aren't heavy on encoding with it then if it's only goal is plex it's overkill. I have a Ryzen 5 1600af running a server for TrueNAS that also serves Plex, with a few cores left over for a DNS, and a DMZ. Use the 1070 and almost feels a waste of a 3700x but if it's what you have around doing nothing may as well. Would recommend trying Jellyfin also. Plex for me has issues finding the right boxart sometimes and hates some x265 encodes as well but I've not managed to figure out why.

    I don't wanna jinx it but it seams that new bios (that came out a week after previous one that I have flashed previously) seams to fix the issue (previously it took sometimes 10 sometimes 30 and it dropped out). I have played for about an hour and no sound skips or dropouts on HDMI. Damn to think I spend all this time and there was nothing I could do other than to wait is infuriating but I'm glad I'm one step closer to finish this cursed build.

    If its too much (its in budget) plenty ways to still have a ton more performance for less.

    I think this is one of those cases where "if you have to ask, it's probably not a good idea". 
     
    Doing this properly is going to cost a lot more than a thousand pounds. Just the software licensing is going to blow your budget out of the water.
     
    How fast is the upload speed for the Internet connection the server will live behind? Does the contract include guaranteed uptime, or is it a best-effort service like DSL or cable?
     
    You mentioned patient data, can you guarantee data security and regulatory compliance?
     
    Stick to cloud hosting. Yes that costs more than winging it with used hardware, but think of that expense as business continuity insurance.
     
    Learning this stuff is great, but if your mother's practice is going to rely on this server to stay in operation (and not get sued for leaking data), it's really not the environment to learn on. When a problem happens, it's going to be your responsibility to fix it. At a bare minimum, business-critical services should be maintained by someone who already knows them.
     
    Set up a small lab around an LGA2011-3 workstation as your "server" for your learning environment, and reasses in a couple years.

    A letter of invitation would be good to have, but you should still be able to apply for a tourism visit without one. If the embassy is not allowing you do that for some reason, you should be able to apply online instead. Start soon though, as you need to leave time to send your passport, photo,  fingerprints etc.
     
    The more important thing is to be sure to have good documentation for your interview with the border agents proving your family, business or other ties to your home country to convince them that you will be going back. The concern is people entering with visitor visas with no intention of leaving. I've known people trying to cross from the USA that get turned around if they can't convince the border agents that they need to come back home for some reason.
     
    Documentation of your return flight, hotel accommodations etc, and how they are paid for is a must, and if you have stamps etc in your passport from other international tourism travel, that should also help your case.

    Thanks for the concern everyone. We are still in recovery mode over here and working with YouTube to get everything restored. Will hopefully have a video (or at least an update on WAN Show) to share with you all ASAP, but we want to make sure we get the details right since smaller channels may rely on our experience to help harden their own security.

    I think your motherboard's been too aggressive with the PBO and the CPU is losing clockspeed due to the high temperatures. AMD chips start to throttle a bit in the when in the 70s and throttle pretty hard when in the 80s to keep away from TJmax, which for the 5900X is just 90C.
     
    I'm guessing that "auto" effectively removes power limits, which will mean that your CPU will boost until it encounters another limitation - in this case, a thermal one. With my 5900X cooled by a Scythe Fuma 2, I'm using PPT 175, TDC 110, and EDC 170 and I'm able to stay in the 70-75C range when running Cinebench, so my CPU doesn't start to thermal throttle much. With that, combined with curve optimizer, I get above 22,000 in R23. You can try those values for yourself to see if it improves - fine tuning to find the best result for your cooler, case, and climate will be necessary, but it's a starting point.
     
    I'd also recommend Curve Optimizer. You can either do an all-core offset, which is fast but less precise, or a per-core offset, setting the value for each core individually. The hard part with CO is that you need to check for stability on each core individually if you want to be sure that you're stable. Often, you can be stable with a high offset under a certain condition (usually at full load, oddly) but then you'll become unstable in other circumstances (often when idle).
     
    I primarily used OCCT, running it for 15 minutes on each core using a Large, Extreme, Variable, AVX2 test on a single core and thread, one by one. I made sure that I wasn't doing anything else with the system during these tests. I tried a -25 on the cores to start with, and if I got errors or it crashed, I backed off to -20. If again, I backed off to -15, and so on. If I got no errors, I went to -30. I repeated this until I'd found a stable result for each core. And with that method, my system seems fully stable.

    All issues @Dedayog Mentioned + The GPU On most places 4070Ti will cost less than 3080 and it is better. If it is for gaming AMD card(6950XT/7900XT) will be better.

    I would strongly recommend getting an amd gpu due to the ''nvida tax'' but you clearly dont want to. Between these two i would definetly go with the 3050. 3050 is 3 years newer then the 1660 super. And you get more performance (fps) + dlss which is amazing. If you think 80 euro is worth these features i def recommend. You will be fine with a 450W psu for both of these gpu's the 3050 has a tdp of 130W and 1660Super 125W and depending on your cpu around 100W thats only around 200-250W so you are good to go with either of these.

    My opinion is still go with amd, you should be able to get something like a rx 6600 which is alot better for rougly the same amount. But if you really really dont wanna go with amd and money is an issue, then i'd say go for it. What are your current specs if you dont mind me asking?

    When buying a partner card (a card not made by the original GPU manufacturer) what you're paying extra for is the cooler, any factory OC, and any other card features like RGB lighting, dual-BIOS, etc. But you are getting exactly the same GPU. An MSI 4090 and a Colorful 4090 and a Gigabyte 4090 all use the exact same GPU die, they all have the same number of Cuda cores, they all have the same memory bus.
     
    Generally, you should just buy the cheapest card with a reasonable cooling solution regardless of board partner. It's not worth paying a huge premium for some special design since the silicon you get is the same at the end of the day.

    So just an FYI, LMG is a company, and they are trying to grow. You don't grow but working with small streamers. Don't care for XQC, but he's not a bad pick, and his audience was already introduced to Linus, so it definitely makes sense.
