The 1080 max q thermal throttles heavily, and the i7 7700hq is not incredibly impressive anymore. 
 
Unless they have a magical thermal solution announced with the new 20xx series cards I would not expect any real world performance gain as we are already well past thermal limitations in the current laptop form factors.
 
So... if you want an ultrabook that is incredibly powerful on paper and will last 2-3 years then yes it is a good buy. If you want something that is not going to overheat and last, then look at something more substantial.

Honestly you are at the very bottom of the price range for what you want.
 
Just taking a quick look at newegg global the y7000 is an okay choice. The helios 300 is in your budget, but will thermal throttle, youd be better off finding a laptop that can actually cool itself. The y520 can be had as well albeit with last gen i7-7700hq.

Where are you from? Budget? Any preference on weight and battery life?

I own and love my X1 Carbon (I think it's the 2016 model). It's overkill for my needs but the mobility is a so nice compared to my old 10" netbooks that I also loved, but were heavy and didn't have any performance to them. Now after telling you how much I enjoy my X1... I strongly suggest you go with the T480 for your needs. The X1 is nice as an Ultrabook, it can do more but it's one of those "set it and forget it" devices, you can swap out the M.2 drive I think but that's about it. In terms of IO it's enough, but you'll probably want more if you're using it for work a lot. I would tell you to get the X1 if the other option wasn't a Lenovo because the keyboards and trackpads are magnificent... but I've been told this is the same across all Lenovo devices so there's no real benefit going with the X1 if weight/size aren't a concern.

Is yours 7th gen or 8th? My i5-7300hq 1050 model while being the lowest spec model has had no thermal issues.

None of them. The best cooling pad is a clean, flat, level surface. Cooling pads are marketing gimmicks at best. The vacuums make a very very slight difference if any at all.

Bull. ThinkPads have some of the best software and driver support you'll ever find. 

It's got a nice screen and nice keyboard. Other than that it is very much your average thin and light with the added bonus of having no way to recover data if the laptop crashes. There is no way to disassemble the laptop without destroying it. If it is anything like the surface laptop its average useful life will be 2 years or so.
 
There are so many good options that are repairable and will last you longer. 

Never use mx-4 in a bare die application. It will pump out in under a week.

If you are looking for a non serviceable laptop that will only last 2-3 years go for it.

Depends on the phone. Mine supports a usb c to hdmi adapter and a docking adapter.

The y730 can be had for very close to the same price and same specs. Looks almost identical once the rgb is set to single color and has better customer service and consistant quality control.

Its doubtful you are going to find anything better than the fx504 in that budget. It does have some issues, but it's still a very capable machine.

If the i5 comes with 16gb of ram and the i7 8gb I would go for the i5 all day long. Considering you are going to hit a thermal limitation and/or power limitation before the hardware limits you. The model is the same go for the bigger ssd and ram.

Honestly just about any machine should work fine for him. It kind of comes down to more personal touches like finding a keyboard he likes, finding a screen he can look at for a long time without strain, finding something that he likes the looks of. These are things you need to decide for yourself. He will also want something easily serviceable if he plans on keeping it for more than a few years. 3 years would be considered average service life and 5 years would be considered an extended service life. I would highly reccomend looking into the professional series with a removable battery if you plan on keeping it that long. His vaio lasting that long is not the norm and certainly not for the junk out there today.

With the gs65 running the factory fan curve really isnt an option. It's either coolerboost or custom fan curve. Under the factory fan curve you are going to be sitting at 50-70 degrees celcius at idle and thermal throttling real quick under moderate load.

Get a book or software to study. Wait for a deal on the test voucher, then certify.
 
Bottom line though for computer repair and troubleshooting nothing has really changed. Trouble shooting steps are the same, common failures are the same. The only differences are laptops are harder to work on, components are faster, components get hotter.

Run xtu and see why you are throttling. 
 
You're either thermal or power throttling or both. It is a gs73 which is thin and light so no big surprise.
