Now that my PC shipped, i pulled the trigger on a monitor
Im getting an LG 27GL850, it seemed to be one of the best rated monitors from videos i looked into
27 inch 1440p, with G-Sync and 1ms response time

You should consider the size of the monitor you want too, it makes more of a different than most people thought.
For 27 inch I'll definitely go for 1440p 144hz (more or less) but 32 inch and above 40k 60hz isn't bad for just single player game. I used to have 27 inch LG IPS but I drop and broke it so now I am on 32 inch (still LG) VA 4k and I have been loving it so far. They cost almost the same from where I live and VA deeper black is more noticeable than I thought.

I have a samsung 1440p 144hz monitor (chg70), but it got discontinued. I think the new version is called the odyssey g5 I believe?

I'd go for the 1440p 144Hz, since unless you're super sensitive to it or play a lot of hyper competitive shooters, you won't see much if any benefit for getting the 240Hz over the 144Hz. That LG panel looks like a pretty good deal, they know how to make a monitor. As for IPS, VA, and TN, they all have pros and cons. TN is the fastest and the best for Hyper competitive shooters, but if you play sight seeing games, it's not the best as colors can be anywhere from ok to garbage depending on the particular panel. IPS is the slowest, though its gotten a lot better in recent years, not quite as fast as TN but getting quite close, but also having the best color accuracy out of all of them. VA is a middle ground, being in between in terms of response time and in terms of color. Personally, I wouldn't pay much extra for an IPS unless you do color critical work and would try to save a buck by going VA, but I am also using a 3 y/o TN with a cluster of dead pixels, so I really don't care that much about getting better stuff. Also that LG panel is really nice and the price is very fair for what you're getting.

DDR5 is rumors to release for Ryzen 6000-series.
Ryzen 5000-series is the end-of-the-line for socket AM4.
Being a new socket (e.g. AM5) is needed, which means new chipset, which makes sense to add DDR5 support.
Given Intel 11th Gen is a pop-in replacement for current 10th Gen, you won't see DDR5 until INTEL does the socket / chipset change, too.
Overall, looking at 2022 ~ 2023 for DDR5 to hit mainstream market.

i would upgrade ...., the 8400 is basiclly outdated since even the i3 10th gen is better than it, and the 10th gen i5 is cheap, plus there alot of cheap lga1200 boards

I wouldn't not call it outdated, but its going to bottleneck most GPUs at more demanding games. I'd probably wait a year maybe depending on your current GPU, I don't know if the 3060ti is a great pairing with a 8400 at 1080 tho

Appreciate the feedback but i went ahead and got a used Rx 570 off ebay as noted above
Asus strix model, its handled everything i tried and even hits a good 60-70 fps on the division 2 on high
Card also never goes above 70c
I needed something cheap and this thing is a beast.

Yeah ive done some searching on ebay, i5 3470's sell for around the same price of a pentium g4560
also looked at an i5 4400, they are going for around $110 and amazon has new h81 boards for around $45 but even then you're not saving a whole lot of money and its dated/used parts.
Looking like ill just have to invest in an i5 7500 tower and add the gpu later on
