Resolution doesn't affect CPU load. CPU benchmarks are done at low resolutions specifically because it doesn't affect CPU load, so it doesn't interfere with the results of how many frames the CPU can generate.
 
The load doesn't "switch" to the GPU at higher resolutions. The CPU load required per frame remains the same, while the GPU load per frame increases. If you are GPU bottlenecked at a higher resolution, then yes the total load on the CPU "decreases", but that's only because the framerate has been lowered by the GPU. If you had infinite GPU power, this would never be the case, and the framerate would be limited to the CPU's maximum limits, which would be exactly the same at any resolution (given the same aspect ratio). So if your CPU limits you to 80 fps at 720p, it will also be limited to 80 fps at 8K. Of course if your GPU is not strong enough, then that will impose an even lower limit on top of that (maybe 30 fps), and now the CPU load will "decrease" because it isn't required to draw as many frames, but the load per frame is the same.
 
This situation is the definitive "GPU bottleneck". If you were to upgrade your GPU, a more powerful GPU might raise that 30 fps limit to 50 fps, or 70 fps. But if you get a GPU ten times more powerful than that, you will only get up to 80 fps and stop, because now you have the "CPU bottleneck" situation. If you have enough GPU power to achieve the CPU's maximum framerate, that limit will be the same at any resolution.

I didnt cause this issue Im running the game 100% without mods and havnt touched any of the files and even validated all files as well. Bethesda games have a rep for being buggy as hell and this game is no exception. You have to remember an exception doesn't prove the rule.

They also fucked up lack of content and dialogue and story And characters and ammo and unique weapon types and lore and a metric fuck ton of other things as well.

Its procedure to recover equipment that was lost in altercations. In this instance it wasnt tampering because him placing the tazer there doesnt diminish facts about it because it doesnt change the fact that he resisted arrest with it earlier and it was on tape. Bottom line is the Tennessee VS Garner court decision makes it justified regardless, This coked up thug was a danger to everyone and is justified to bring him down with deadly force. Unless you think someone who doesnt have a problem assaulting a cop trying to arrest them is some how going to care about hurting or killing someone else to get away. Why are you even bothering with a 1060 then? Your CPU might not even have the juice to handle a 750 Ti, let alone a 1060. I'd throw a 1050 at it and let it ride unless you do plan on upgrading the whole system, in which case a 1060 makes sense.

You posting that my post was unnecessary, when we are in the off topic section and I was giving my views on a forum users post thus contributing to the thread is unnecessary and it's immature to try and devalue other peoples opinions just because you don't like them.
