    I concur with above replies. But if you are are determined you can likely bring costs down with a 2x16GB memory kit and B550 motherboard, (a number of B550 motherboards support dual GPU). I'd also suggest a 650W psu and case with better airflow.

    Just get 2 separate computers instead of trying to create a weird dual user system setup that will likely be buggy and slow if it works at all.

    So I was going through my stuff today and I came across some extra parts such as an I3 3220, gtx 960 3 tb of storage ect basically enough for a whole pc. my question is would the i3 bottleneck the 960? if so how bad? my kid is getting into computers so I was gonna use this one to let him learn how to build it and what not.

    A third party can make an unofficial app, provided that it is clearly marked as such. However, there is no API that would provide you with the information that you would need, so you would end up just scraping the HTML to get the information that you need.

    Never take no as an answer! Lol. I actually fixed it. But only because i had some extra nano receivers laying around.

    Okay...  Well if that's the case, then get yourself some hardware, open a port or two on your home firewall, get yourself onto a dynamic DNS service, and go at it.  You'll probably end up being a better sysadmin too if you work through the challenges of configuring it all yourself.
     
    Openvpn is the package you configure for VPN.  There's a few file transfer protocols you could use including web (http) with .htaccess files, ftp, or even scp if you give your friends accounts.  There's some fancy PHP frameworks available as well, or you could even set up Samba shares and allow remote VPN clients to mount them.

    In terms of hardware, that depends on what you already have available to you, what all you want to do, and how much you are willing to spend.

    That is basically just what fullscreen does, if you click on anything outside the game it will get minimized.
     
    You can solve this by turning on borderless windowed mode in your games, this will allow you to go to your other screen freely without "sacrificing" your game to minimize. Borderless windowed means that it will act like, well, window like any other.
    I play on multiple monitors myself, so just do it. Highly recommendable.
