I have tried every gpu, every video cable and every monitor I had on hand and I still am unable to produce a video signal. Either im very unlucky and have a dead motherboard or there is something broken on the Ryzen 5 3600 that the Ryzen 3 3200G does not use.
What even more weird is the 3200G isn't a supported CPU according to MSI. Yet I can boot with it just fine without an issue.
I'm going to put the project on hiatus and possibly buy a new with warranty 5600G once I can gather the funds. If its still dead then I can say the motherboard is dead and RMA it. If it works I must have gotten unlucky with the second hand 3600 and just take the hit (I don't have anyway to get a refund for it). I cant think of any more ideas to get the system to post.
EDIT: Well, guess when I say "take the hit" its not that much of one. Guess I can throw it into the family PC and give them a boost since it just... works fine in it haha.

It's fairly normal for motherboards to have a variety of types and sizes of capacitors, this is normal. Capacitor replacement on motherboards is very uncommon, as they're really tough to solder. Multi-layer PCB's love to sink heat.

Unfortunately, this is a very old motherboard. Chances are quite high that it has up and died.
Look at the capacitors on the board to see if any are bulging or leaking. The mid-2000's was a particularly bad time of poor quality capacitors. Even if they don't bulge or leak, they may have lost capacitance. Just as easily, it could be any other I/C on the board. You might be able to revive it with a capacitor replacement, but by no means is it guaranteed. My last mobo (8 years old) blew up it's VRM recently. That's however, is terminal. It couldn't even turn the PSU on.

If it is bad power rails and the psu is overvolting, that could mean dead components. I have an old hp pavilion that just out of nowhere started exibiting the issues you suggest, and I never swapped the cpu to test if that was the issue. Full blast fans and no video BUT usb power output (i.e. rgb mouse lighting up) usually means dead cpu.

Check BIOS to see if the drive is detected, if not you either have a faulty SSD or you just need to double check the cables are plugged in (and if thats all correct plug it into a different SATA port).
If it is not detected then your installation disk is probably broken or you could be doing something wrong, That's all I can think of doing.

Ha, Ironic I have a Dell Optiplex 960 (Business PC as well) and trying to do the same thing with it. Except i'm turning it into a small server for a challenge.
I would say go for the GTX 1050/1050 TI but... I'm not sure if airflow to the card would be a problem

hmm, that's strange
idk much about the 1080ti's thermals, but my personal 1080 has never passed 65ish degrees while gaming, and 70ish while stressing
iirc, the strix and aorus coolers are pretty comparable
The lack of OC headroom is interesting, however. You might have just completely lost the silicon lottery here, the Aorus cooler might be dogshit, or the default thermal paste was applied by a drunken reeses monkey.

Found a similar topic on these forums, It ended the same, someone OC there ram.
All I can say is remove the CMOS battery agian but for 4-5 mins, Put it back in and boot it agian.
EDIT: Also there is a "Clear CMOS" Jumper on the board try shorting that as well

I'm assuming you have pcie 3.0.
You probably wont find a 1x usb type c card since the the throughput of a single usb3.1 connection is about the same as pcie 1x.
