If the PSU is a decent one, like the Pure Power 10 or Vengeance, you're fine. If not, replace it with a decent 450W PSU. Formula 450W, Straight Power 11 or Whisper M.

That sounds good. AMD is my prefered option and that just seals the deal.
Upgrading my setup once every 3 years is where I'd like to be. So that's fine.
I do like to stream, I average about 1 viewer, which might be me. Dunno lol
Yea, i'd say Streaming is preferred. But obviously, I need a decent enough PC to handle all my requirements in PS. My current pc seems to handle that fine, so an upgrade will be just as suffiant.
To be honest, I think that seals it for me. I'm pretty sure (99%) that the 2700X will be my choice.

I would probably go 4k plus maybe a secondary monitor.
8086k is the best but 8700k is barely slower. If you wanna go this overkill you could even check out somewhere like silicon lottery who sell binned and delidded cpus.
It's just a gaming build so nvme woild be unnecessary. You'd be best off grabbing a 4tb 860 Evo or something.
I doubt anything would give you better ocing results, but you could go higher end say, for a maximus x hero
The difference in bandwidth would on average probably improve performance by 2% ish. Not that worth it imo

On another note I have a i7 8700K constantly turboed to 4.5GhZ with a stock cooler so you should be fine.
And no, I don't know why it's stuck on turbo boost.

Just wanted to add, stuff is usually overpriced in EU countries so this may end up being a bit out of range, in which case OP could probably sacrifice GPU for a 1080 ti or something

If it's properly cooled it's safe. The worst that can happen is that a memory error crashes your workload, but I imagine you could just resume from where it stopped.

You seriously think that Furmark and Prime95 simultaneously is a realistic load?
You base it on a realistic load, and add some margin. Not the theoretical ms peak load.
Even if you use a max load, that's about 325W for the GPU, and a bit over 100W for the CPU. The rest of the system draws a negligible amount of power. Add a bunch of margin for overclocking, and a good 550W is plenty.

Why are you even looking at 750W PSUs? Get a good 550-650W PSU, and you're good. There is more to a PSU than just the 80+ rating. The efficiency is among the least important aspects to a PSU. The electrical performance, noise and protections are much more important. Since it's a Vega, the Whisper M and Straight Power 11 are good options. Both have individual cables to each PCIe connector. Most other 550W PSUs have two connectors per cable.

As for SSD, BX500 is usually pretty cheap

Not likely.
Also, forget about the 1080Ti price, what about the midrange card pricing? That was more greatly affected, for a while it was recommended to just push for a 1070 over a 1060 6G since the pricing was that close...

Agreed,
Vega has a lot of issues that would personally turn me off from buying one. The specs are decent, but performance couldn't touch the 1080Ti and in some cases lost to a 1080(in the case of Vega 64). They also draw a lot of power and kick out a lot of heat, so for people unwilling to go through the hassle of undervolting, Vega would be a pretty bad option.
Not to mention stock and pricing was awful as well.

Considering mining is pretty much dead at the moment(for which I'm sure most of us can be grateful for), nobody is really mining in general. Much less so on Turing cards, as those aren't shipped yet as far as I'm aware.

Monitor CPU, RAM, and GPU usage while gaming. It's possible your RAM is the issue. If the RAM usage is above 7gb ish that's probably what it is.
