Let's assume you have a desktop and you have access to it's componentes. 
Plug your display cable to the MoBo, then pull put your GPU. If the system works, your Graphics Card is most likely fried. You can try to attach other PCI-E cards to it's slot, something sacrafical but functional. If the PC recognizes and uses it, your GPU is 100% dead. The other option is that the MoBo is not working properly.

I would wait for the 11/20 series to come. You should wait too if you can afford to wait. As far as I can see, its a win-win situation to wait.
The new cards are faaaast: Yeah, go ahead, buy a new card for marginaly more money, or you might even be able to get a 1170 (2070) with the same performance. The new cards are like intel 6xxx and 7xxx. In this case, buy the 1080 wwhich will be cheaper.  

I belueve the problem is the smartphone industry. Now the flagships have as much RAM as an entry-level PC, and they sell millions of that. The demand is just simply huge.

No, a 970 makes more than a 980. I tested it. But I do not recommend mining on anything right now. 2 weeks ago I got 1.4mBTC a day, now that everyone started mining I only get 0.7. Fortunately my electricity is cheap so I still make profit, but seriously. Please stop miniing.

Download NiceHash miner and do a benchmark. Goto "settings" tab, click advanced, and you'll find your detected hardware, your CPU and GPU. Click on GPU, and then clikk on "Check solo" or something like that, im currently not home. It'll take you to NiceHash calculator, and it will be filled with your stats. Insert your power price to the bottom left of the page, and click calculate. The rest will be there.

I found a rugged laptop, Getac X500, that wouldn't be interesting on its own:
 
It is durable, everything proof (I want to see if it's even Linus Proof  ) and it seriusly looks like a nuclear launch laptop. However, there is a special thing you can do to it:

You can ADD FULL SLOT PCI-E CARD(s)!!!!!!! How frikkin cool is that?
The moment I saw this, I immadietly thought: Geez, would Linus be brave (bold) enough to  put a 1080Ti in it? Yes, I know it's overkill, useless and stupid, but this never stopped you before, have it?

It is absolutely possible, my friend asked me about it and we did it. We even built a docking station for it from old PC cases. He liked it while it lastes, but sacraficing the Wi-FI card for it made it a little les justifyable after a year. In the end, he bought a computer. 

Note: we later on added 2 fans to each side for better airflow and to cool down the GPU. We failed to document it. However, de dock is up for sale right now if you want

Only wait if you can affor to wait 2 weeks to 2 month to an actual card to show up. According to  rumors, even here at LTT forums, the new card will compete against the 1080, not the 1080Ti nor the TitanXp2. Yes, AMD is the best bang for the buck, but it won't do OP any good if OP wants to play GhostRecon in 4K. 

Well, this is kinda unfortunate. The only cards that I know of that it will fit here are special nVidia Quadro cards. Like THIS. 
Also, Gigabyte launched a small one, but unfortunately its mounting stuff is too bog for you: LINK
If you are familiar with tools, I recommend modding the case, so you can mount a card verticaly instead of horizontaly (fan facing towards you, cards back to case's back). With this, you could mount any GPU.

Might as well buy MAXIMUS AM4 board (I forgot its name) and get a Ryzen instead. Although this choice is heavily dependent on what task you want to use ot for. For gaming, nothing beats the 7700K. For photoshop/ content creating, a Ryzen build is better for the same price.
