How to make this build better and keep it under $450.

Looks alright actually.

The CPU is mediocre but it's not like you can do much for so cheap.

You could save quite a few bucks by going with a bronze 80+ EVGA PSU.

 

EDIT: EVGA 500w Bronze rated PSU

 

You'll be totally fine on 500 watts, don't worry.

I highly doubt the Athlon X4 doesn't bottleneck you in some game performance.

 

The build with the 290 nice, but I'd be afraid of bottlenecking. (in some games, not all)

 

While the i5 should be fine across the board.

The most graphicly intensive game I play is Skyrim. And I could upgrade the CPU next year.
