How can I cut a certain part of a video ? how can I upscale image quality ?

you cut a video with video editing software

 

you also increase the resolution using video editing software and rendering it at a higher resolution

all this does is stretch the image to the larger size, making the video file bigger

it is impossible to just create information out of nothing, so upscaling the video file will not make it look any better even if its a higher resolution
