Ugh, this happened to me. If you can get a system restore working then great, but this update is super common and with Internet Explorer 11. I had to solve it by reinstalling Windows.

Your Windows Disc will alow you to use "Recovery Options" which, in the setup will allow you to do a System Restore. I will try to make my English as perfect as possible :P

In the Recovery Options, find the option that says something along the lines of "System Restore" like so:

I have a solution if this problem is simply a service that's taking too long to start.

1) Figure out which service is at fault.
During the black screen after the Win logo and your cursor appears, press Ctrl+Alt+Del to access the Task Manager (last option). From there go to the services tab and sort them in order of status (running, starting, stopped) and then scroll down till you find the problem service that appears to be forever starting. Left click it once to highlight it and write down the name and description. If you know what this service is, you can stop it from here, but otherwise let your PC continue it's slow boot.

2) Reinstall the application the service belongs to then reboot.
If the problem persists, uninstall the application. If you want to keep the application or it is a Windows service, try the next step.

3) Set the service to Manual. Don't do this if you are unsure what it does!
To do this, open your start menu and search and launch the "services" application. Find and right click on your troubled service and select Properties. From there in the first tab (General) you can set it from Automatic to Manual.

Note: I gathered this information from Windows 7 Home. I'm assuming these options are the same or similar in later and earlier versions of Windows.

it could be a service but that could take a while to narrow down.. try these quick checks as well:

  1. Click your windows button
  2. Type "regedit" without quotes and hit enter/return to open the registry editor
  3. Expand the seconds on the left as follow: HKEY_USERS -> .DEFAULT -> Control panel -> Colors

Do you see a bunch of different numbers or do you see nothing but a bunch of 0's?\

Another possibility if you have multiple monitors is that the primary isn't initialising correctly.... You can hit [Win]+[P] on the black screen and change the multi-monitor mode to diplicate or change the primary to a different monitor to see if this is the issue.
