7970 or R7 250X

What would be better on FPS per dollar or its retail price itself?

 

Side specs:

Athlon X4 860K

4GB Kingston 1600MHz (Will add another 4GB later on)

PSU - will determine upon final choice of GPU. 500W if 7970, 450 if R7.

A decent 500W unit should be enough. Just make sure it ain't some crappy generic ones.

The r9 280 can draw up to around 290W on it's own, at maximum stress.

Thats not how it works, A 280x is actually faster than two 250x. Its around 70-80% faster. The numbers are used as a naming scheming and to give a general idea on performance (i.e 280x is faster than the 260 because a greater number).
