all monitors plug into the top GPU

Hi I am still a noob to pc so I am not sure how crossfire works. I just got a 280x to crossfire with my 7970 both gigabyte windforce cards my problem is when i plug 1 monitor into the top gpu and the second in the bottom gpu and enable crossfire the bottom gpu gives no signal. So my monitor goes black until i disable crossfire or put mt second monitor into the top gpu. Is that how it works for crossfiire? all display must be in the top slot card? I am only asking because I have my third monitor coming and was hoping to use the bottom slot card for 3 monitor setup.
