I'd ask for some pictures of it to see if it's been de-lidded and ask how overclocked it was.

Is it safe to buy a used CPU? The seller says it was cooled properly and never abused.

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

De-liding is when the top silver metal part (heat plate) gets removed for better cooling under a custom loop. it is done only when a CPU is overclocked to the max.

Ok. Thanks. I just realized that it is vancouver pick up only, i live in US. But now i may consider buying a Used CPU on ebay or somehing.

It is no more dangerous than buying any other electronic device used really, just CPUs are fragile so ask if they can ship it very securely and well wrapped

I could argue that you risk destroying the PCB but then again, cutting into the CPU die is also pretty nasty.

I think anything that involves taking something secured on to a delicate small object off is gonna be nasty :P
