Steam works fine and I download with 14MB/s stable allday long.

It doesn't work on all kinds of things and this is another one

That s because more people are starting to use Steam everyday and they have to upgrade their servers. (I think)

I was downloading arma 3 last night and I was getting terrible speeds, the server was set to london, i was getting like 2mb

 

I changed to manchester which is closer to me, and it went even slower, down to like 600kbs

 

But, put it on the France Paris server, bang 15mbs

That's easily possible for anything.

The location of a server won't influence the amount of bandwidth they allocate to you, it'll just affect the latency you have while you and the server exchange packets of information/ requesting information. 

It just means that the Manchester server was being used more heavily than the Paris server at the time.

 

Or the Manchester server has less total bandwidth available to allocate than the Paris server.

What you see here is a case of integer overflow, the allocated memory for storing the value for peak upload went less than 0, and as it was an unsigned data value it only takes 0->max value, with no negative values, meaning as soon as the data went below 0 it skipped to the other end of the spectrum being max value. It can happen with odd rounding issues. 

Arch Linux on Samsung 840 EVO 120GB: Startup finished in 1.334s (kernel) + 224ms (userspace) = 1.559s | U mad windoze..?
