Which GT 1030 passive card to get?

I'm deciding between the Gigabyte or EVGA card for my HTPC, it will be inside the Silverstone Milo ML03 case with the only fans being the CPU cooler (Scythe Big Shuriken 2) and the PSU, which card between the two would you say will run cooler?

Don't get a passively cooled GT 1030. Hell, don't get a GT 1030 at all; if you're building the system from scratch, get a Ryzen APU.

Yes, I already have the HTPC and the rest of the hardware (AMD Phenom II X2 545 CPU, 4GB RAM, motherboard, power supply, hard drives and case).

Why not look for like a used $40 GTX 750ti?

If you do end up with a GT 1030 get one with any kind of fan, otherwise it will cook in any case without airflow.

The Silverstone Milo ML03 case has a GPU width restriction of 74mm so the GTX 750 Ti won't fit and the GPU will only be doing hardware decoding so it won't be very hot.

Then just get whatever is cheaper or has a slightly bigger heatsink, but I can tell you that even just running a 5450 like this without any real load made it get pretty toasty.

I'd get the EVGA because it looks better if you want a passively cooled card, but I would strongly push you toward a card with a fan.

I believe MSI is the only one with HDMI and DisplayPort.  If you think you'll be using it for a while that might be worth more than the DVI the other cards have.
