I advise getting avast

The problem is that some of the dll files was from nvidia and now the computer cant open games and other programs. It can open chrom though and som virus programs. I have tryd to instal new nvidia drivers but it errors and says somthing about wrong perameter

Download Malwarebytes antimalware http://www.malwarebytes.org/mwb-download/ and install it, then run a scan and it's normally very good and fixing malware-related issues. Just check that nothing on the list is good because it does come up with quite a few false positives (normally labelled as PUPs)

would a windows reinstall be possible ?

uninstall the NVIDIA drivers using DriverSweeper, making sure to tick the box that says something like "Remove NVIDIA/AMD files" do that and it will remove everything to do with the drivers, which should hopefully fix that bit and then merely do a clean install of some new drivers. For the virus things, try download something like Avast/AVG or Malwarebytes do a safe mode boot and then run a full system scan, these can take a while but if you want you could try a quick scan, not sure how effective those are compared to full system scans. Yes. Unless the virus is installed on the controlled of your hard drive (it's not, I can assure you), reinstalling windows will get rid of any virus you have. Assuming it is a virus and not just some corrupted program.

Then it's massive overkill and depending on why it stopped working (hardware) it may continue to not work. Chances are that reinstalling will fix it though.

When Windows is starting button mash the F8 key like crazy and try to get into safe mode. Then download and install Malwarebytes and do a full scan.

Also from menu this opens you could try to roll it back maybe month or so to get possibly virus free.

Idk if this is possible but about the same time i got the virus my galaxy s3 broke down, i tryed to fix it by conecting it to the pc. Can this be the source of th evirus on my pc?

Most times they come in zipped files or tag along with .exe files and install them selves inside system. But they can come from you clicking some ad or link while browsing. I haven't heard one to move from phone to pc but that would be pretty valid way to spread them also.
