if your GPU is at 0% usage, sounds like your not even plugged into your GPU, but into you're motherboard using the APU graphics inside your potato chip.

Open your game settings and make sure its set to use your GT 1030 instead of the APU graphics.

Which GT 1030? GDDR5 or a DDR4 version?

Your CPU is perfectly fine to run that game at 60fps assuming you're doing the lowest settings, might just be a GPU issue, especially if you ended up with a DDR4 GT 1030, Download GPU-Z to check which GT 1030 you have and what it's memory is

It should be on the same level as the FX 4000 CPU here

Going down in resolution makes it worse.  Higher resolutions are more GPU heavy, lower resolutions are CPU heavy.  But at 30fps at 1080p I don't think much is going to help you there.  I don't think gta V is going to be a very good experience with your current build.

His CPU isn't the issue unless it's thermal thorttling or something. It'll be able to do 60fps with any GPU assuming the settings are low enough

Download a GPU benchmark of some kind and make sure your GT 1030 is performing normally.

I think fire strike has a free trail, you can compare it to other GT 1030 scores to see if the graphics score is close.

Your GT 1030 appears to be under performing in general against the results here, looking at graphics score only

sooo what does this mean? what do i do? xd

reinstalling windows is the quickest solution to software issues

depending on your case/cooling your CPU/GPU might be overheating and throttling which lowers performance.

But your CPU can do at least 60fps

and your GPU can do 60fps on lower settings 720p-1080p

So something might be wrong in the software or it's overheating.

And you're sure it's a GDD5 1030 and not a DDR4 1030?
