Why do laptops have such bad cameras?

Just watching the new video about the Surface Laptop 2 and Linus mentioned that the entire laptop industry has a lot to improve on in the camera department.

 

So my main question is well why don't they?

 

We have better selfie cameras in most if not all smartphones released these days that are about the same size as a laptop camera. Is it because manufacturers just don't think people care that much? It's too expensive? Not enough space in a laptop screen (hard to believe)?

Probably a cost saving measure as well. The camera is a potentially huge selling point for a phone. No one buys a laptop for it's stellar camera performance. Of course one needs to be included because what an outrage it'd be if there wasn't one. ?
