MotherBoard only detects certain GPUs

I just got my mobo RMAd because of a ram issue and the current issue i'm having.

 

My system will not display anything (But boots up and doesn't shut off) with my 1070.

The monitor thinks somethings there but just black and then it shuts off.

 

The 1070 is in fully working condition, tested in 2 other systems and used to work in current setup.

 

The system will give me display with the CPU graphics and a old 750ti

 

I have tried different ram setups, switching the PSU, clearing old drivers, resetting BIOS. I have even had a technician check it out (He said the MOBO had issues hence the RMA)

 

I currently have the whole thing on a test bench with a different PSU, the 750ti and the 1070 installed, and no external usb drives or extra SSDs, just the M.2

Does your PSU have another power connector u can try to the GPU?

1 has only 1 connector for both 8 pin connectors the other has 2. Tried in every configuration

I am going crazy there seems to be no reasonable fix to this or even a reason for it to happen

It was on latest version from rma, reflashed latest still nothing
