1080p gaming on a 4k monitor

There's a sale in a store near me that offers a 28" Samsung 4k monitor for 200$ (Samsung-U28E590D). That same monitor costs about 450$ on Amazon. I'm wondering if this monitor will be a good choice for gaming. I'm obviously not going to game at 4k. I plan on gaming at 1920x1080(1080p). And browsing internet on 4k. So will this monitor be a good option? Thank you for reading my post.

CPU: i7 6700k

GPU: GTX 970

MB: MSI Z270 Tomahawk

RAM: 16gb

SSD: Adata 240gb sx8200

HDD: 4xWD Caviar blue 1tb

PSU: Thermaltake Smart SE 730w

It's only a 60Hz display, so you might be better off getting a 1080p or 1440p monitor with higher refresh rate. Also, you included all your components besides the most important for this question, which is your gpu

I think if the resolution is lowered it can have a higher refresh rate. If I tune my 1080p60hz monitor to 480p I can run it at 75hz
