Hello I'm looking for a new Graphics Card because the old one broke "980ti", so which one shuld i get

Budget/Country? Probably buy a used 980ti for like $200 ish

the system has a short circuit whenever the power pins are plugged in to te PSU, and i have both switched cards and PSU
